The BACS Decree

BACS stands for "Building Automation & Control System". The "BACS" decree refers to the decree published on July 20, 2020 "on the automation and control system of non-residential buildings and automatic heat regulation. It is in line with the tertiary decree by requiring the largest consumers of the tertiary fleet of devices for control and automatic regulation of their energy systems by 1 January 2025. In addition to the tertiary decree, which provides for monitoring of consumption, particularly through the OPERAT platform, this new decree, described as BACS, requires the installation of automatic control of building systems.
What does this mean in practice?
The decree targets the owners of technical systems in commercial or non-commercial tertiary buildings whose heating and air conditioning installation exceeds 290 kW in useful power rating. It should be noted that if the owner demonstrates that the installation of such an automation and central control system within his building has a payback period of more than 6 years, he is then exempt from the obligations mentioned by the decree. However, it seems difficult to produce such a study in view of the existing solutions on the market as well as the public aids for this type of project. Centralized and automatic technical management is now commonplace among energy system manufacturers.
