The Observatory of the Energy Performance of the Renovation and Actions of the Tertiary Sector (OPERAT) is the digital platform for collecting and monitoring energy consumption in the tertiary sector. Its implementation is provided for by the tertiary sector decree and must serve as a supervision tool to achieve the objectives set by the decree.

What does this have to do with me?
It is up to the owner of the building or the lessee to declare his energy consumption annually. It is now possible to create an account and enter information on the platform. As the deployment has been delayed, the first deadline for declaring consumption has been postponed by one year.
What information is required?
- Tertiary building activity;
- Its surface;
- Annual energy consumption by energy type;
- Other optional information (e.g. recharging of electric vehicles).
How can I do this, I have no idea of my consumption?
It is not always easy to know in detail the energy consumption of the building, classified by type of energy. The operation can quickly become complex in the case of several parts of buildings and several meters or energy sources. The distribution network operators (DSO) should be able to provide an automatic consumption declaration tool. It is however mentioned in the decree that the delegation to DSOs is placed "subject to their technical capacity". It should be noted that it is possible to delegate this transmission task to a service provider.
